LOS ANGELES — The Dodgers’ signing of Blake Snell became official Saturday, adding the two-time Cy Young Award winner to front a starting rotation stocked with question marks. Snell, who will turn 32 next week, agreed to a five-year, $182 million contract that includes a $52 million signing bonus and $65 million in deferred salary. That deal was pending a physical which Snell passed. The 2018 American League Cy Young Award winner with the Tampa Bay Rays, Snell won the National League Cy Young in 2023 after going 14-9 with a 2.25 ERA for the San Diego Padres. He became a free agent last winter but stayed on the market well into March looking for a long-term deal that never materialized despite his Cy Young history. The Dodgers were involved with Snell at one point before he signed a two-year, $62 million contract with the San Francisco Giants that included an opt-out clause. He exercised that opt-out after going 5-3 with a 3.12 ERA in an injury-interrupted season with the Giants. He had 145 strikeouts and just 44 walks in 104 innings. But he made just 20 starts due to two trips to the injured list with a groin injury (likely related to his late signing affecting his preparation for the season). The 20 starts were his fewest in a full season since his rookie year in 2016 (19 starts). Snell goes to the front of a rotation that includes a number of players returning from injury and/or surgery. Shohei Ohtani is expected to return to pitching after undergoing his second Tommy John surgery in September 2023. But his return to the mound will be delayed by surgery on his non-throwing shoulder following the World Series. Yoshinobu Yamamoto finished the 2024 season healthy but missed three months with a rotator cuff strain. Neither he nor Ohtani will be asked to pitch on less than five days of rest and the Dodgers are planning to go with a six-man rotation in 2025. The directive says SROs “play a valuable role in developing and enforcing standards of conducts for market participants, fostering fair competition and reducing regulatory burdens” on the ECMA. The 2021 Capital Market Proclamation empowers the Authority to institute procedures to recognize and delegate certain powers and duties to SROs. “We’re proud to announce that the Recognition and Supervision of Self-Regulatory Organizations Directive has officially been approved by the Ministry of Justice,” the Authority says. It is now registered under Directive Number 1031/2024. Regulator of the soon to be launched capital markets says “this groundbreaking directive sets the stage for entities recognized as SROs by the 2021 proclamation. It also applies to Securities Exchanges and Securities Depository and Clearing Companies in relation to their functions as SROs. “This milestone marks a crucial step in fostering a well-regulated, vibrant capital market ecosystem,” ECMA states. The directive outlines application procedures and specific regulation requirements that entities have to meet to get recognition as a Self-regulating organization. It also mandates SROs to admit only licensed capital market service providers as members, and have a “fair transparent procedure” for admitting new members. SRO will also prioritize protecting investors, promoting market integrity and reduction of systemic risks, and professionalism by developing and issuing rules and regulations that govern the behaviors and activities of its members and capital issuers. It also sets operating requirements for its members, enforces its rules on its members, conducts market surveillance and investigations, and other duties granted by the Capital Market Authority. This is the second directive that the Authority enacted in two weeks in preparation for the launching of Ethiopia’s securities exchange. Ethiopia’s Securities exchange is expected to launch its operations next month. It “will be the very first modernized securities exchange in our country’s history,” Mamo Mihretu, Governor of the National Bank of Ethiopia (NBE), said during the recent Capital Market Summit. The summit held earlier in mid November saw authorities announce more steps towards establishing a regulated stock market in the country. Among them was the enactment of a directive governing initial public offerings (IPOs) and trading of shares and securities. ECMA Director General Hanna Tehelku said the directive has come into force as of Thursday Nov 14, 2024. The Central Bank is also closing on setting up a dedicated Central Securities Depository – a core infrastructure element needed for the recording and trading of securities such as equities and bonds. It is scheduled to be ready for operations next month. “And now... we are on the cusp of launching in just a matter of weeks a full-fledged stock market in the form of the Ethiopian Securities Exchange,” NBE Governor Mamo said. “This marks a truly momentous occasion and a genuine turning point in Ethiopia’s financial history.” The Exchange will transform Ethiopia’s primary bond market to secondary, creating a stock market ecosystem for trading of various types of shares and securities. Ethio Telecom’s $255 million IPO is scheduled to be the first to be traded on the exchange when it officially starts operating next month.JERUSALEM — Israel approved a United States-brokered with Lebanon's Hezbollah on Tuesday, setting the stage for an end to nearly 14 months of fighting linked to the ongoing war in the Gaza Strip. In the hours leading up to the Cabinet meeting, Israel carried out its most intense wave of strikes in Beirut and its southern suburbs and issued a record number of evacuation warnings. At least 24 people were killed in strikes across the country, according to local authorities, as Israel signaled it aims to keep pummeling Hezbollah in the final hours before any ceasefire takes hold. Israel's security Cabinet approved the ceasefire agreement late Tuesday after it was presented by Prime Minister Benjamin Netanyahu, his office said. U.S. President Joe Biden, speaking in Washington, called the agreement “good news” and said his administration would make a renewed push for a ceasefire in Gaza. An Israel-Hezbollah ceasefire would mark the first major step toward ending the regionwide unrest triggered by Hamas’ attack on Israel on Oct. 7, 2023. But it does not address the devastating war in Gaza. U.S. President-elect Donald Trump has vowed to bring peace to the Middle East, but neither he nor Netanyahu have proposed a postwar solution for the Palestinian territory, where Hamas is still holding dozens of hostages and the conflict is more intractable. Still, any halt to the fighting in Lebanon is expected to reduce the likelihood of war between Israel and Iran, which backs both Hezbollah and Hamas and exchanged direct fire with Israel on two occasions earlier this year. The deal calls for a two-month initial halt in fighting and would require Hezbollah to end its armed presence in a broad swath of southern Lebanon, while Israeli troops would return to their side of the border. would deploy in the south, and an international panel headed by the United States would monitor all sides’ compliance. But implementation remains a major question mark. Israel has demanded the right to act should Hezbollah violate its obligations. Lebanese officials have rejected writing that into the proposal. Biden said Israel reserved the right to quickly resume operations in Lebanon if Hezbollah breaks the terms of the truce, but that the deal "was designed to be a permanent cessation of hostilities.” Hezbollah has said it accepts the proposal, but a senior official with the group said Tuesday that it had not seen the agreement in its final form. “After reviewing the agreement signed by the enemy government, we will see if there is a match between what we stated and what was agreed upon by the Lebanese officials,” Mahmoud Qamati, deputy chair of Hezbollah’s political council, told the Al Jazeera news network. “We want an end to the aggression, of course, but not at the expense of the sovereignty of the state” of Lebanon, he said. “Any violation of sovereignty is refused.” Warplanes bombard Beirut and its southern suburbs Even as Israeli, U.S, Lebanese and international officials have expressed growing optimism over a ceasefire, Israel has continued its campaign in Lebanon, which it says aims to cripple Hezbollah’s military capabilities. An Israeli strike on Tuesday leveled a residential building in the central Beirut district of Basta — the second time in recent days warplanes have hit the crowded area near the city’s downtown. At least seven people were killed and 37 wounded, according to Lebanon's Health Ministry. Strikes on Beirut's southern suburbs killed at least one person and wounded 13, it said. Three people were killed in a separate strike in Beirut and three in a strike on a Palestinian refugee camp in southern Lebanon. Lebanese state media said another 10 people were killed in the eastern Baalbek province. Israel says it targets Hezbollah fighters and their infrastructure. Israel also struck a building in Beirut's bustling commercial district of Hamra for the first time, hitting a site that is around 400 meters (yards) from Lebanon’s Central Bank. There were no reports of casualties. The Israeli military said it struck targets in Beirut and other areas linked to Hezbollah's financial arm. The evacuation warnings covered many areas, including parts of Beirut that previously have not been targeted. The warnings, coupled with fear that Israel was ratcheting up attacks before a ceasefire, sent residents fleeing. Traffic was gridlocked, and some cars had mattresses tied to them. Dozens of people, some wearing their pajamas, gathered in a central square, huddling under blankets or standing around fires as Israeli drones buzzed loudly overhead. Hezbollah, meanwhile, kept up its rocket fire, triggering air raid sirens across northern Israel. Israeli military spokesman Avichay Adraee issued evacuation warnings for 20 buildings in Beirut's southern suburbs, where Hezbollah has a major presence, as well as a warning for the southern town of Naqoura where the U.N. peacekeeping mission, UNIFIL, is headquartered. UNIFIL spokesperson Andrea Tenenti told The Associated Press that peacekeepers will not evacuate. Israeli forces reach Litani River in southern Lebanon The Israeli military also said its ground troops clashed with Hezbollah forces and destroyed rocket launchers in the Slouqi area on the eastern end of the Litani River, a few kilometers (miles) from the Israeli border. Under the ceasefire deal, Hezbollah would be required to move its forces north of the Litani, which in some places is about 30 kilometers (20 miles) north of the border. Hezbollah began firing into northern Israel, saying it was showing support for the Palestinians, a day after Hamas carried out its Oct. 7, 2023, attack on southern Israel, triggering the Gaza war. Israel returned fire on Hezbollah, and the two sides have been exchanging barrages ever since. Israel escalated its campaign of bombardment in mid-September and later sent troops into Lebanon, vowing to put an end to Hezbollah fire so tens of thousands of evacuated Israelis could return to their homes. More than 3,760 people have been killed by Israeli fire in Lebanon the past 13 months, many of them civilians, according to Lebanese health officials. The bombardment has driven 1.2 million people from their homes. Israel says it has killed more than 2,000 Hezbollah members. Hezbollah fire has forced some 50,000 Israelis to in the country’s north, and its rockets have reached as far south in Israel as Tel Aviv. At least 75 people have been killed, more than half of them civilians. More than 50 Israeli soldiers have died in the ground offensive in Lebanon.

The expanded Big Ten is poised to be a major player in this season's College Football Playoff. The 18-team conference had three of the top-four teams in the AP poll this week — No. 1 Oregon, No. 2 Ohio State and No. 4 Penn State. A one-loss Indiana team is ranked 10th but is still very much a contender to make the playoff, given how many Southeastern Conference teams have three defeats or more. Indiana's rise has been perhaps the Big Ten's biggest story this season. Much of the spotlight was on newcomers Oregon, Southern California, UCLA and Washington, but aside from the top-ranked Ducks, that foursome has struggled to impress. Meanwhile, the Hoosiers won their first 10 games under new coach Curt Cignetti before losing at Ohio State last weekend. Oregon beat Ohio State 32-31 back in October, and if the Buckeyes beat rival Michigan this weekend, they'll earn a rematch with the Ducks for the Big Ten title . And it's entirely possible another matchup between those two teams awaits in the CFP. Highly touted quarterback Dylan Raiola has teamed up with fellow freshman Jacory Barney (49 catches) to lead Nebraska to bowl eligibility. They straightened it out in overtime, no sweat, because Sam Darnold simply hasn't been fazed. Save for his occasional rash of turnovers, in games the Vikings still managed to win, Darnold proved again on Sunday in defeating the Bears that he's directing a passing attack with the potential to be one of the NFL 's most potent. “I think he’s a mentally tough guy. I think he’s a physically tough guy. I think he’s confident in the guys around him, and I think he’s confident in our system,” coach Kevin O'Connell said after the 30-27 victory. “I think when he just continues to play quarterback at a high level, I think we’re a tough team.” After the defense forced the Bears to punt on the opening possession of overtime, Darnold led the Vikings on a 68-yard drive to set up the game-ending field goal while overcoming a 7-yard sack on the first play and two subsequent setbacks with a false start and a holding penalty. On third-and-10 from the 21, he hit Jordan Addison near the sideline for 13 yards. On first-and-15 from the 29, Darnold threaded a throw to Justin Jefferson for 20 yards after he'd muscled his way through Bears cornerback Jaylon Johnson on a post route for the clutch catch after he'd been all but silenced all afternoon by a defense determined to constantly bracket him with double coverage. On second-and-11 from the 48, Darnold connected with a wide-open T.J. Hockenson underneath for 12 yards. Nearly two dozen rescuers were recruited to retrieve the body of a man who "suffered a significant fall in icy terrain" while hiking in New Hampshire, according to officials. Christopher Huyler, 44, of Littleton, New Hampshire was returning from an area in New Hampshire’s White Mountains Coppermine Trail last Friday where he had gone "to check conditions of a ski glade prior to the winter skiing season" when he was reported missing by his wife around 6:30 p.m., New Hampshire Fish and Game said in a statement. "The hiker had departed earlier in the day and had planned a hike to the area of the middle Cannon Ball up through the Coppermine Brook Valley to check conditions of a ski glade prior to the winter skiing season," New Hampshire Fish and Game said. "At around 4:00 p.m., the man communicated to his wife that he was okay and on his way back out." However, when Huyler failed to "return home in a reasonable timeframe," his wife contacted authorities for assistance. Search area was 'primarily off trail' Franconia Police were able to locate the hiker’s vehicle at the Coppermine Road off Route 116 in Franconia, about 85 miles north of Concord. "Having a rough idea of the intended route of the hiker, Conservation Officers started up the trail a little after 9:00 p.m." the statement said, adding the area "that needed to be searched was primarily off trail and required bushwhacking through thick vegetation while wintery conditions were present." Around 1 a.m., as rescuers were "ascending the edges of a steep iced-over slide," they found the body of the missing man at an elevation of approximately 2,800 feet. However, retrieving the body from the location required extra assistance and more officers and volunteers were called in to assist with the recovery effort. The additional rescuers reached the scene around 5:30 a.m. and began the "3.2-mile carryout to Coppermine Road," coming to the trailhead just before 9 a.m. where they were met by the assistant medical examiner. Deceased man was an 'avid outdoor enthusiast' "It was apparent that the man had suffered a significant fall in icy terrain," the news release said, adding the hiker "was wearing micro spikes and was well equipped for a hike." The agency described Huyler as "an avid outdoor enthusiast who enjoyed New Hampshire’s White Mountains in all seasons." An autopsy is planned to determine the exact cause of death. "In all, twenty-two rescuers took part," New Hampshire Fish and Game said. New Hampshire Fish and Game also reminded visitors and hikers that " winter conditions have arrived in the mountains." The state agency said those visiting are encouraged to be prepared for their trek, and to include packing the 10 essential items: A map, compass, warm clothing, extra food and water, headlamp, fire starter, first aid kit, whistle, rain/wind jackets and pants and a knife.
