Children will be offered letter templates and pens and pencils so they can write to Santa Claus at the North Pole, report on their good behaviour throughout the year, and request a special list of gifts. The Burlington Public Library has taken measures to ensure children receiving a reply doesn’t depend on Canadian national politics. “At present, we are continuing to mail the letters in the hope that an agreement will be reached, ending the strike. While less magical, we do have a backup plan in case the postal strike continues,” says Krista Schwab, marketing and communications manager at the Burlington Public Library. “BPL will offer the option for parents and caregivers to stop by a branch and pick up a non-personalized response letter so that kids can receive a reply before the holidays. Set to be demoted from London’s main index are discount store B&M, Frasers Group and housebuilder Vistry, with the latter’s shares plunging earlier this month after issuing a profit warning. Four companies are set to be promoted to the secondary index: Deliveroo, Diversified Energy Company, Mobico and Oxford Nanopore. Diversified Energy dropped from the FTSE 250 in September at the last reshuffle, while Mobico previously fell out of the index in June. Deliveroo and Oxford Nanopore are a bit more complicated. While Deliveroo floated in 2021, it has not been eligible for FTSE 250 inclusion due to its ‘standard’ listing, rather than the ‘premium’ label required for FTSE status. This dual approach to listed stocks was replaced by a single category by the Financial Conduct Authority earlier this year , as part of efforts to simplify the UK’s listing regime and make it more attractive for IPOs. Russell averaged a career-low 12.4 points for the Lakers this season in a diminished role under new coach JJ Redick, who had vowed to unlock the point guard's formidable offensive game. Instead, Russell was removed from the starting lineup early in the season, and he struggled to make a consistent impact as a reserve, with his shooting percentages declining significantly. The 6-foot-7 Finney-Smith isn't a top scorer, but he is a steady 3-and-D wing who fills an obvious need for the Lakers. Los Angeles has had inconsistent wing play and has lacked an effective defender at the key position during the long-term injury absence of Jarred Vanderbilt , who hasn't played since Feb. 1. Finney-Smith averaged 10.4 points and 4.6 rebounds this season for the Nets, who acquired him from Dallas in the February 2023 in the trade of Kyrie Irving. Finney-Smith has been limited to five games this month by a sprained ankle and a bruised calf, but the 31-year-old played 27 minutes against San Antonio on Friday. Redick and Finney-Smith were teammates with the Mavericks during the 2020-21 season, and Redick has expressed admiration for Finney-Smith's hard-nosed game. Milton is joining his sixth NBA team in less than two years, including his third trade in 11 months. He is averaging 7.4 points and 2.4 assists per game this season as a Nets reserve. Russell is being traded by the Lakers to the Nets for the second time in his career. He also made the move in 2017 after spending his first two NBA seasons with Los Angeles, which drafted him in 2015. Quality of service by private telco players improved greatly in 2024 following tariff hikes announced in July. Performance data shared by Mozark AI, a digital experience testing platform, showed that telcos had improved their services in urban areas in terms of throughput, latency and speed. Telecom coverage in the latter half of this year focused on how tariff hikes by Bharti Airtel , Reliance Jio and Vodafone Idea (Vi) had pushed customers towards the more affordable BSNL. However, overall performance data show that between July and November, download throughput for the companies improved by 137 per cent, latency improved by 20 per cent and average buffer stops improved by 57 per cent. Even the ongoing December performances of these companies are better than their June performances when tariff hikes had not even been announced. Airtel led all the metrics in November, save for average buffering time where Vi won with zero buffer stops per session. Jio was the runner-up across all metrics except for browsing delay and buffer stops. Even the Mobile Network Experience Report 2024 by Open Signal reported that Airtel was the leader for 5G in India, while Jio had the most consistent user experience between June 1 and August 29. During the same period, Vi emerged as the top 4G provider in India both at the national and regional level. During the Q2FY25 earnings call, Akshaya Moondra, CEO of Vi, said the company aims to achieve 4G population coverage of 1.1 billion by March 2025 and 1.2 billion by September 2025. The rollout of 5G in key geographies will start thereafter in Q4FY25. Our reactions are encoded into our nervous system, said Dr. Beth Frates, a part-time associate professor in the department of physical medicine and rehabilitation at Harvard Medical School in Boston. "By understanding these brain responses, people can develop strategies to manage stress better, such as setting realistic expectations, focusing on mindfulness and simplifying holiday preparations," said Frates, who also is the immediate past president of the American College of Lifestyle Medicine. The idea of exchanging gifts at this time of year can be traced back to pagan solstice celebrations. But the drive to share with another is as old as humanity itself, said Dr. Diego Guevara Beltran, a postdoctoral fellow in psychology at the University of Arizona in Tucson who studies cooperation and generosity. The science of generosity is more about survival than stocking stuffers, Guevara Beltran said. Sharing food gave early humans an evolutionary advantage. "Generosity is just one of the ways by which we can accumulate resources, be it wealth itself or friendships or work partners or more attractive, more intelligent mates," he said. Sharing with other people, Guevara Beltran said, is "a signal that communicates how much you value them, their welfare, your relationship with them." Research has shown that helping people makes us feel good. Part of that, he said, is because when someone is part of a community, they feel protected. One way this manifests is through the act of giving gifts. But to derive happiness from gift-giving, the giver needs to feel both that it was not an obligation and that it was effective, according to the 2019 World Happiness Report. That means it could be stressful to be in a culture where gift-giving feels mandatory, or if we can't see that a gift helped someone, Guevara Beltran speculated. It also might be stressful if gift-giving becomes a competition to show that you care about somebody more than the others around them. Our brains on shopping Stressful shopping can cause several physiological responses to kick in, Frates said. First is the "fight or flight" reaction that comes with stress. The release of chemicals that increase our heart rate, raise our blood pressure and intensify our breathing evolved to give us bursts of energy to escape danger. Frates said that while holiday stressors are not life-threatening, they can still trigger the stress response. The pressure to stay within budget could create a sense of scarcity, she said. "This taps into an evolutionary response, where the fear of losing resources like money can feel urgent and distressing." The holiday season also involves a lot of choices. "The brain has limited capacity for decision-making, and making multiple decisions can lead to decision fatigue," Frates said. "This fatigue reduces the ability to self-regulate and cope, which can lead to heightened stress responses when confronted with even minor setbacks, like a long line or out-of-stock item." The stress of needing to complete tasks within a limited time can intensify the fight-or-flight response, she said, as the brain interprets the ticking clock as a sense of urgency or threat. Meanwhile, Frates said, holiday shopping can also trigger brain chemicals that affect our feelings. "Dopamine, a neurotransmitter associated with pleasure and reward, is released when we anticipate something exciting or enjoyable, like finding a great gift or finding a good deal," she said. "This anticipation can feel rewarding even before any actual purchase is made." For some people, this dopamine boost can make shopping a relaxing experience. "It provides a temporary distraction from other stressors and allows them to focus on something positive, creating a 'holiday high,'" Frates said. For some people, that can be problematic. "When shopping becomes a way to chase that next dopamine hit, it can lead to excessive spending or impulsive purchases," she said. "This can become a trap, particularly during the holidays, when deals, sales and gift-giving pressures are everywhere." Understanding how all these processes work can help people recognize why they feel the way they do and adopt strategies to cope, Frates said. Here are some of her suggestions. 1. Start with self-care before shopping Prioritizing self-care means people can be their best selves and make good decisions, Frates said. So, "eat food that is delicious and nutritious. Get seven to nine hours of sleep. Make sure to enjoy physical activity. Take walks when you can and invite friends along. Practice stress reduction like meditation or yoga to help you calm your body and mind." Before going shopping, try taking deep breaths using stress-relieving techniques such as 4-7-8 breathing (inhale through your nose for four counts, hold for seven counts, and exhale through your mouth for eight) or box breathing (inhale through the nose for four counts, hold your breath for four, exhale for four, then hold for four). 2. Be strategic Don't shop when you're hungry, tired, lonely or stressed, Frates said. And don't start shopping 15 minutes before a store closes or a website's online deals end, she said. That's setting yourself up for triggering the fight-or-flight response. 3. Be mindful Before making a purchase, take a moment to consider whether it's truly needed or whether it's an impulsive choice. To avoid overindulging, set a specific budget or limit yourself to a couple of hours or specific shopping days. "This keeps dopamine-driven spending in check while still allowing for the enjoyable aspects of holiday shopping," Frates said. Look for post-shopping activities that provide rewards without the financial cost. That can satisfy your brain's desire for more dopamine in a healthier way. "Plan enjoyable, stress-relieving activities after shopping, like going for a walk, spending time with friends or indulging in a hobby," she said. 4. Bring a friend Not only does this support healthy social connections, Frates said, but if things start feeling stressful, "you have a buddy, and you have a support system right there for you." 5. Rethink the focus of the season "With gift-giving, we need to change mindsets in order to be able to manage the stress," Frates said. The holidays could be used to emphasize social connections, she said. "Thinking about the connection with the person and making gift-giving more about deepening the connection than anything else, I think, will really help to reduce the stress around the process," she said. So instead of scouring shops and websites for the "perfect" gift, think about making a meaningful and personal one, she suggested. It could be a poem, a painting, a song or a framed photograph that captured a special time. 6. Lessons for children It's easy to get caught up in the hunt for a hard-to-get item, Frates said. But ask yourself what the holiday means in your family's traditions. "Is it about getting that perfect gift for the child? Or is it about celebrating the meaning of that holiday?" So instead of having children ask for one specific toy, or a specific brand of clothing, teach them to leave a little leeway on their lists. "It is a good reminder to express to children that this season is about giving and sharing what we can in the best way that we can," she said, "and sometimes the exact gift is not available." The sale is the result of a new Kentucky law, which allows alcohol confiscated from closed criminal investigations by the state's alcoholic beverage control agency to be auctioned. Online bidding opens Wednesday and closes at midnight on Dec. 11. Proceeds will support programs promoting responsible alcohol use by adults and awareness programs for youths. “This is a really good auction,” Eric Gregory, president of the Kentucky Distillers’ Association, said by phone Tuesday. “There are some hard-to-find and rare bottles on there.” No estimate has been given on how much the auction might raise. “We look forward to seeing the response to this auction and have started planning additional auctions for 2025,” said Allyson Taylor, commissioner of the Kentucky Department of Alcoholic Beverage Control. More than 3 million adults in nine states would be at immediate risk of losing their health coverage should the GOP reduce the extra federal Medicaid funding that’s enabled states to widen eligibility, according to KFF, a health information nonprofit that includes KFF Health News, and the Georgetown University Center for Children and Families. That’s because the states have trigger laws that would swiftly end their Medicaid expansions if federal funding falls. The states are Arizona, Arkansas, Illinois, Indiana, Montana, New Hampshire, North Carolina, Utah, and Virginia. The 2010 Affordable Care Act encouraged states to expand Medicaid programs to cover more low-income Americans who didn’t get health insurance through their jobs. Forty states and the District of Columbia agreed, extending health insurance since 2014 to an estimated 21 million people and helping drive the U.S. uninsured rate to record lows. In exchange, the federal government pays 90 percent of the cost to cover the expanded population. That’s far higher than the federal match for other Medicaid beneficiaries, which averages about 57 percent nationwide. Conservative policy groups, which generally have opposed the ACA, say the program costs too much and covers too many people. Democrats say the Medicaid expansion has saved lives and helped communities by widening coverage to people who could not afford private insurance. If Congress cuts federal funding, Medicaid expansion would be at risk in all states that have opted into it — even those without trigger laws — because state legislatures would be forced to make up the difference, said Renuka Tipirneni, an associate professor at the University of Michigan’s School of Public Health. Decisions to keep or roll back the expansion “would depend on the politics at the state level,” Tipirneni said. For instance, Michigan approved a trigger as part of its Medicaid expansion in 2013, when it was controlled by a Republican governor and legislature. Last year, with the government controlled by Democrats, the state eliminated its funding trigger. Six of the nine states with trigger laws — Arizona, Arkansas, Indiana, Montana, North Carolina, and Utah — went for Trump in the 2024 election. Most of the nine states’ triggers kick in if federal funding falls below the 90-percent threshold. Arizona’s trigger would eliminate its expansion if funding falls below 80 percent. Montana’s law rolls back expansion below 90-percent funding but allows it to continue if lawmakers identify additional funding. Under state law, Montana lawmakers must reauthorize its Medicaid expansion in 2025 or the expansion will end. Across the states with triggers, between 3.1 million and 3.7 million people would swiftly lose their coverage, researchers at KFF and the Georgetown center estimate. The difference depends on how states treat people who were added to Medicaid before the ACA expansion; they may continue to qualify even if the expansion ends. Three other states — Iowa, Idaho, and New Mexico— have laws that require their governments to mitigate the financial impact of losing federal Medicaid expansion funding but would not automatically end expansions. With those three states included, about 4.3 million Medicaid expansion enrollees would be at risk of losing coverage, according to KFF. The ACA allowed Medicaid expansions to adults with incomes up to 138 percent of the federal poverty level, or about $20,783 for an individual in 2024. Nearly a quarter of the 81 million people enrolled in Medicaid nationally are in the program due to expansions. “With a reduction in the expansion match rate, it is likely that all states would need to evaluate whether to continue expansion coverage because it would require a significant increase in state spending,” said Robin Rudowitz, vice president and director of the Program on Medicaid and the Uninsured at KFF. “If states drop coverage, it is likely that there would be an increase in the number of uninsured, and that would limit access to care across red and blue states that have adopted expansion.” States rarely cut eligibility for social programs such as Medicaid once it’s been granted. The triggers make it politically easier for state lawmakers to end Medicaid expansion because they would not have to take any new action to cut coverage, said Edwin Park, a research professor at the Georgetown University Center for Children and Families. To see the impact of trigger laws, consider what happened after the Supreme Court in 2022 struck down Roe v. Wade and, with it, the constitutional right to an abortion. Conservative lawmakers in 13 states had crafted trigger laws that would automatically implement bans in the event a national right to abortion were struck down. Those state laws resulted in restrictions taking effect immediately after the court ruling, or shortly thereafter. States adopted triggers as part of Medicaid expansion to win over lawmakers skeptical of putting state dollars on the hook for a federal program unpopular with most Republicans. It’s unclear what Trump and congressional Republicans will do with Medicaid after he takes office in January, but one indicator could be a recent recommendation from the Paragon Health Institute, a leading conservative policy organization led by former Trump health adviser Brian Blase. Paragon has proposed that starting in 2026 the federal government would phase down the 90 percent federal match for expansion until 2034, when it would reach parity with each state’s federal match for its traditional enrollees. Under that plan, states could still get ACA Medicaid expansion funding but restrict coverage to enrollees with incomes up to the federal poverty level. Currently, to receive expansion funding, states must offer coverage to everyone up to 138 percent of the poverty level. Daniel Derksen, director of the Center for Rural Health at the University of Arizona, said it’s unlikely Arizona would move to eliminate its trigger and make up for lost federal funds. “It would be a tough sell right now as it would put a big strain on the budget,” he said. Medicaid has been in the crosshairs of Republicans in Washington before. Republican congressional leaders in 2017 proposed legislation to cut federal expansion funding, a move that would have shifted billions in costs to states. That plan, part of a strategy to repeal Obamacare, ultimately failed.

WASHINGTON (AP) — Senate Majority Leader Chuck Schumer was blocked Wednesday from quickly advancing a bill that would allow local law enforcement agencies to track aerial drones, ensuring Congress won't act this year on the mysterious drone sightings that have bewildered residents of New Jersey and across the eastern U.S. Schumer, a New York Democrat, sought to speed a bipartisan bill through the Senate by seeking unanimous consent on the floor, but Sen. Rand Paul , a Kentucky Republican, objected to its passage. “The people in New York and New Jersey have a lot of questions, and they’re not getting good enough answers,” said Schumer. “The utter confusion surrounding these drone sightings shows that the feds can’t respond all on their own.” Schumer has also called for the U.S. Department of Homeland Security to deploy better drone-tracking technology to identify the drones and their operators. My children, Cate and Oliver, were 3 and 9 when that happened. Steve was out for a ride at night. I was in bed, when police came to the door to essentially wake me up to a very different life. The person who taught me about courage was my grandmother, Marjorie Stratton, who lost two of her four children — and despite those losses, she loved with great ferocity. I wouldn’t wish this on anyone. I have two amazing children, and I got out of bed every day for them. Steve would be so proud of the young people Cate and Oliver have become — kind, loving, protective and respectful. But I also had the most beautiful support from my family, my mum and dad, Richard and Jenny, and my dear mother-in-law, who has since passed away. Mum and Dad sold their house in Subiaco and moved in around the corner from the kids and I in Nedlands. They’ve been close by to help with the kids and juggling my various roles. It changes shape. It never leaves you. I will miss Steve every day for the rest of my life. I had a good experience with love. Not everyone can say that. If it (love) comes to me again that would be lovely but if it doesn’t, I have a lot of love in my life with two amazing kids and friends and family. Climate change is another big concern for people in Nedlands. It’s what social workers call a wicked problem. There is no one solution. It starts at home. We have to teach all our kids to engage in respectful relationships and what that looks like, as well as addressing the hard end — police responses, refuges and crisis support. We need to have women’s refuges where they are needed — like in the inner city. I will wear my high heels until my feet refuse. B.C. Premier David Eby said B.C. needs a "lot more juice" as his government announced nine new wind-energy projects worth billions and expected to power half a million homes by no later than 2031. Eby framed Monday's (Dec. 9) announcement as a response to other jurisdictions said to be retreating from clean energy projects. He was joined by several cabinet ministers and BC Hydro's president and chief executive officer Chris O'Riley in announcing the winner's of BC Hydro's first competitive call for power in 15 years. The event was held at BC Hydro headquarters in Vancouver. "The political message is the message to all British Columbians, that our government will not let us get left behind in a low carbon future," he said. "We are going to take all the steps we can to secure that advantage, including using our clean electricity, to ensure that we are a world leader in the inevitable zero-carbon future we are moving towards." He also promised that the projects – four in northern B.C., four in southern B.C. and one Vancouver Island – represent a new approach toward permitting that will "protect our environment, but also protect our prosperity" as none of the nine projects will undergo environmental assessments. "Going forward, you will see more and more permitting reform going forward, not less," he said. "This is the first announcement in a series of how we are going to do this work and for projects like this, getting them built, getting them up and in the ground, will protect our environment." "As the Premier says, we're agnostic about the particular source of that – just that it meets the renewable and clean requirements." The nine projects are said to represent anywhere between $4 and $6 billion in private sector investment with about half of this amount linked to First Nations, who hold majority stakes in eight of the nine projects.
